Executive Mayor Thanduxolo Khalipha today officially launched the refurbishment of the Hoof Pump Station in Virginia, a
project valued at more than R22 million.
The project is expected to be completed by the end of June 2026 and will create employment opportunities for eight local
residents.
The scope of work includes the refurbishment of the pump station’s civil infrastructure, the upgrading of screens at the
headworks, and the refurbishment and installation of mechanical components.
In addition, the project entails the installation of new electrical switchgear, a transformer, and a tariff metering
system (including CTVT and a metering kiosk), an electrical motor control centre (MCC) for the pump system, as well as
telemetry and flow control equipment....
The pump station is among several facilities in Matjhabeng that were severely affected by vandalism linked to theft,
leading to significant infrastructure damage.
Addressing residents, the Executive Mayor urged the community to take pride in the sanitation project, emphasising the
municipality’s commitment to restoring and improving sewer infrastructure that has deteriorated as a result of
vandalism, sabotage, and ageing systems.
While acknowledging the challenges on the ground, he reiterated the municipality’s determination to resolve ongoing
sewer-related problems.
Mayor Khalipha further informed residents that more than 20 pump stations have already been completed through
ministerial intervention, and that four companies have been appointed to address sewer line challenges in other parts of
Welkom and Bronville.
He also announced the procurement of new combination trucks equipped with advanced Enz camera nozzles. These trucks
enable municipal teams to inspect underground sewer pipelines in real time, making it possible to identify blockages,
cracks, and collapses, and to accurately map manholes using Google Maps without the need for disruptive excavation. This
technology allows for faster diagnosis, improved planning, and more effective maintenance.
The Executive Mayor cautioned residents against flushing foreign materials into the sewer system, warning that such
practices damage critical infrastructure and contribute to blockages and system failures.
Also present at the meeting were Ward 9 Councillor Hansie du Plessis, MMC Thandi Monjovo-Xaba, and MMC Jaja Radebe.

Manager, Mr Thabo Panyani, has officially unveiled two state-of-the-art Combination Sewer Trucks as part of ongoing
efforts to address persistent sewer spillages and ageing infrastructure across the municipality.

The introduction of this specialised fleet will significantly improve response times to sewer blockages, overflows, and
system failures, reducing disruptions to communities while helping to restore dignity and protect the environment.
The trucks will be equipped with advanced Enz Camera Nozzles, enabling municipal teams to visually inspect underground
sewer pipelines, detect blockages, cracks, and collapses, and accurately map manholes using Google Maps all without the
need for excavation.
This technology allows for quicker diagnosis and more effective maintenance planning.
To ensure maximum efficiency and safety, municipal sewer teams will undergo specialised training to operate the new
equipment effectively.
The official handover and live demonstration of the trucks will take place on 16 January 2026 in Thabong, where
residents will witness the full operational capacity of this investment.
This milestone reflects Matjhabeng Local Municipality’s firm commitment to improving service delivery and building
cleaner, safer, and healthier communities for all.

1. E-Recruitment portal
2. Meter readings
1. E-recruitment – the e-recruitment web application is a web application that aims to streamline the hiring process by
automating job postings, application tracking, candidate evaluations, including online shortlisting for better
transparency.
2. Meter reading – is a web reading application that is designed to streamline the collection and processing of house
meter readings for utilities such as water and electricity.
These two systems were entered into the 2025 National Batho Pele Innovation Awards, which is an award ceremony led by
the Department of Public Service Innovation (DPSI) and the Centre for Public Service and Innovation (CPSI). These awards
aim to recognize innovation in the public sector.
Matjhabeng Local Municipality, under the leadership of Dr Tshepo Kukuni, Senior Manager: ICT & Fleet, applied for these
awards under the category of Innovation, Harnessing Technology & other frontiers technologies. Matjhabeng underwent a
rigorous screening of the two systems, and Matjhabeng was shortlisted for both applications.
The team underwent a design thinking training at the awards ceremony. Matjhabeng obtained the following positions at the
2025 National Batho Pele Innovation Awards.
1. E-recruitment – Position 2 (Silver)
2. Meter reading – Position 3 (Bronze)
Furthermore, two employees of Matjhabeng were awarded individual certificates for their brilliance as the 2025 National
Batho Pele Innovation Trailblazers for their work in applying Digital Transformation in the public sector. The two

Executive Mayor Thanduxolo Khalipha today officially welcomed the Deputy Minister of Cooperative Governance and
Traditional Affairs, Dr. Namane Dickson Masemola, during his oversight visit to the Matjhabeng Local Municipality.

As part of the visit, Dr. Masemola held a strategic engagement with the Executive Mayor, Members of the Mayoral
Committee, and Councillors, focusing on the State of the Municipality Report.

Following the discussions, it was agreed that a joint comprehensive action plan will be developed between CoGTA and the

During today’s Community Imbizo held at the Fast East Multi-Purpose Centre, residents raised several pressing service
delivery concerns with the leadership of the Matjhabeng Local Municipality.
One of the main issues highlighted was the poor workmanship by a contractor in Ward 13, which involved substandard
project delivery and the non-payment of subcontractors....
In response, Executive Mayor Thanduxolo Khalipha assured residents that consequence management has been implemented, and
the contractor has been terminated. He further indicated that mitigation measures have been introduced to ensure that
all future projects meet the required quality standards.
Addressing the formalisation of Gugulethu, the Executive Mayor announced that over 3,400 sites will be allocated for
residential, business, educational, recreational, and service centre purposes, with priority given to senior citizens
and long-term residents of Gugulethu.
The Executive Mayor cautioned against false information suggesting that Gugulethu residents will be excluded from the
process. He clarified that while Gugulethu residents remain a priority, other qualifying residents will also benefit
from the formalisation project.
He further warned against the illegal sale of sites to undocumented individuals or foreign nationals, emphasising that
the municipality will ensure that sites are allocated only to deserving and eligible beneficiaries.
On the matter of title deeds, the Mayor announced that a dedicated municipal team has been stationed at the Fast East
Multi-Purpose Centre from today until tomorrow to assist residents with title deed-related queries and processing.
Regarding housing development, the Executive Mayor confirmed that a contractor has been appointed to complete all
previously abandoned housing projects, ensuring that these houses are finally completed and handed over to their
rightful beneficiaries.
The Mayor also highlighted the forthcoming Solar Project in Welkom, which is expected to create over 2,000 jobs and
unlock economic opportunities for local SMMEs. He emphasised that the recruitment process for this project must be fair,
transparent, and inclusive.
Lastly, the Executive Mayor announced that the municipality has procured and delivered two cherry pickers and ten
traffic vehicles, while two jet sewer trucks have also been procured and will be delivered soon, significantly boosting
the municipality’s service delivery capacity.
