It is the teaching profession that birth all others and as a result, we must do all we can to enable a stable and conductive environment for teaching and learning to take place the way they run their operations.
In situation of teaching and learning have been no exception. In the interest of progress, schools had to adapt to the new and often unconventional ways of doing things.
More than two years later, we are now operating on what has been termed the new normal.
It is understandable that the new ways of teaching and learning have disrupted the system, flow of information, as well as the confidence of teachers and learners alike.
It is in this spirit that I, Cllr. Thanduxolo Khalipha would like to wish the class of 2022 well as they embark on their last examination and urge them to do their best.
The long year of hardwork and dedication have come and gone, you are finally at the finish line. Make it count.
Despite a concerted effort by the provincial leadership, Cooperative Governance and Traditional
Affairs (CoGTA) and the provincial treasury to assist the municipalities (and commitments that were
received from the mayors during the door-to-door visits that were conducted in the province), there
was unfortunately no visible change, as most of the mayors did not perform their oversight role as
emphasised and agreed upon.
“Very little impact is visible due to this lack of commitment at municipal
level by most mayors and accounting officers, as well as capacity challenges experienced by
municipalities,” says Nombembe.
The findings of the AG amongst others highlights non-adherence to procedures on procurement
processes and poor management of documentation. We strongly encourage Mayors and Municipal
Managers to ensure that appropriate action is taken against those that deliberately flout processes
resulting in this state of affairs.
The efforts of the five district municipalities and the Nketoana Local Municipality to obtain financially
unqualified audit opinions with other findings are noteworthy. We are also encouraged by the
improvement of the audit outcome of Maluti-A-Phofung Water that improved its audit outcome from a
disclaimer to a qualified audit opinion. These municipalities and the municipal entity are on track
towards achieving a “clean” audit opinion.

Sedibeng Water (our Water Services Provider), supplies water to the 6 water supply systems in
Matjhabeng, while 58 sampling points are analyzed every 14 days for the required determinants. The table

The theme for the April provincial week is operation clean audit 2014: Advancing our collective efforts
to strengthen our municipalities to deliver quality services to our people.
The oversight visits will focus on what municipalities are doing to implement effective governance
structures and systems to achieve clean audits. Issues that will come under the spotlight include:
Financial management and internal controls against irregular expenditure and under-spending
by municipalities
Irregular, fruitless, wasteful or unauthorised expenditure
Requisite management personal i.e. municipal manager, financial officer, audit committee,
requisite personnel, etc.
A total of five (5) wards will be contested. Voting will take place in 27 voting districts in the following
wards:
Eastern Cape:
• Ward 17 in Emalahleni [Lady Frere] Municipality – EC136 with 3 113 registered voters. The ward
was previously represented by the African National Congress and became vacant as a result of the
death of the councillor.
• Ward 8 in Matatiele [Matatiele] Municipality- EC441 with 3 619 registered voters. The ward was
previously represented by the African National Congress and became vacant as a result of the
resignation of the councillor.
Free State:
• Ward 33 in Matjhabeng [Welkom] Municipality – FS184 with 5 673 registered voters. The ward was
previously represented by the Democratic Alliance and became vacant as a result of the resignation
of the councillor.
