  • Minimum Requirements :
  1. Applicable B-Degree (NQF Level 7) in Auditing or Equivalent plus 8-10 years relevant experience in Audit Environment.
  2. Must be a member of Institute of Internal Auditors South Africa (IIASA).
  3. Knowledge of the International Standards for Professional Practice of Internal Auditing.
  4. Understanding of local government legislations.
  5. Postgraduate-qualification or studying towards post-graduate in Auditing or related field will be added advantage.

KEY PERFORMANCE AREAs
  • • Develop and implement a risk based Internal Audit Plan
  • • Prepare strategic documents for approval by Audit Committee.

  • • Oversee the unit and work of auditors for quality and compliance to methodology and IIA Standards.
  • • Evaluate effectiveness and adequacy of internal controls, risk management and governance processes.
  • • Provide assurance services to Accounting Officer and Management .
  • • Manage the implementation of Audit investigative processes to determine non-compliance.
  • • Provide advice to heads of internal departments on the re-alignment of specific processes, roles and responsibilities to maintain compliance with statutory legislation.

KEY PERFORMANCE AREAS::
  • • Executing instructions/requests from the Municipal Manager and Senior Manager Town Planning and Housing to advise Council, regarding market values, rental values for dispossessions of property, servitudes, subdivisions of open areas and other properties of Council, prices regarding mineral rights in favour of mining companies who wishes to obtain rights over Council property.
  • • Compiling relevant reports for submission to above-mentioned officials to ensure that Council will make necessary decisions for efficient functioning.
  • • Ensuring that all Council Resolutions/Instructions regarding all properties, within Matjhabeng Municipal Boundaries, as per the Valuation Roll are executed.
  • • Co-ordinating functions within the Branch: City Valuations to ensure orderly distribution of tasks and programming of the relevant divisions.
  • Co-ordinating of the necessary resolutions regarding determination of the following:.
  • • Compensation payable for dispossessed property.
  • • Compensation regarding servitudes, obtained from or by the Council.
  • • Market values, for purposes of consent uses, as granted by means of Council Resolution.
  • • Values of all properties within the Municipal Boundaries during the General Valuation of all such – and taxable properties.
  • • Values of all properties, as requested by Council, from time to time, on their own accord or on request of the relevant owners, with regard to the following: New buildings, Extensions to existing buildings, Subdivision of land, Consolidating of land, Land, included into Council’s Municipal area by Administrator’s Proclamation, Land where development takes place, Properties that were accidentally excluded from the Valuation list to correct any errors, Rezoning of property according to Administrators Proclamation, Devaluation due to fires, demolition and natural disasters or any other causes, Replacement values of improvements to Council property for insurance purposes.
  • • Consultation and liaison with Advocates, Lawyers, Senior Government Officials, Senior Officials of Financial Institutions, Building Contractors, Property Developers, Estate Agents, Architects, Engineers regarding Legal aspects, rendering of evidence, rental information, financing rates, building costs, property prices and the general trend of the property market.
  • • Negotiation with tenants and property owners and/or their legal representatives or valuators regarding prices, compensation and rental values.
  • • Representing Council during legal actions regarding values and compensation aspects.
  • • Rendering expert testimony during court cases and legal actions, even in Appeal Court.
  • • Deciding during consultation, if settlement is possible, whether there is any merit for settlement – and what amount the settlement should be.
  • • Submitting complete Valuation Reports, regarding the above-mentioned “settlements”, with relevant recommendations to Council.
  • • Having control over final judgement regarding applications for exemption of property tax.
  • • Having final responsibility for correspondence regarding determining of Council’s property values.
  • • Controlling “Valuations Officials” and related personnel matters.
  • • Being responsible for all aspects regarding the Valuation roll, Interim Valuations and Preliminary General Valuation Lists.
  • • Making recommendations regarding the purchase and/or alienation of Council property.
  • • Studying Government – and Official Gazettes regarding proclamations where properties of Council and/or private within the Municipal boundaries of Matjhabeng are affected. Executing relevant proclamations and taking relevant action.
  • • Signing all interim valuations of property on behalf of the Municipal Manager.
  • • Being responsible for collecting statistics of sales, rental and other relevant information, regarding residential and other properties, within the boundaries of Matjhabeng.
  • • Handling enquiries from the Chief Financial Officer regarding rental aspects of Council – and private properties.
  • • Sending notices, regarding changes to the Valuation Roll, because of interim Valuations, to the Chief Financial Officer.
  • • Performing routine inspections of valued properties to ensure acceptable standards of valuations, performed by Council’s “Valuation Officials”. •
